One of these leaders is Joe Boyle, President of Regulatory Solutions. Joe has overseen Penstock’s expansion into regulatory compliance for payers and created ClearFile, our regulatory filing SaaS solution for health plans.
Joe started his career at Aetna in their claims intake department. During his six years at the company, he rose through the ranks and became a senior project manager handling all Affordable Care Act (ACA) state filings, as well as national oversight for small group public exchanges. After his time at Aetna, Joe became Boston Medical Center’s Director of Qualified Health Plans (QHPs) and ACA products.
While he found success in the corporate world, Joe’s entrepreneurial aspirations were a guiding light in his career path. His expertise in compliance and Qualified Health Plans (QHPs) led him to see a need in the marketplace for technology that could help payers manage this complex landscape, provide health plans on the exchange, and avoid costly missed deadlines and compliance errors.
He realized this vision with great success when he joined Penstock in 2022.
Without missing a beat, Joe immediately set to work creating ClearFile, a first-of-its-kind software that launched in under a year. ClearFile’s success was immediate, generating interest from some of the largest insurers in the country. Since then, Joe’s team has expanded to be four times the size.
Joe is now one of the top experts in federally qualified health plan regulatory filing in the country. With ClearFile, he set out to make regulatory filing easier and faster while automating real-time access to state guidance updates for 45 state and territories. Since launching with QHPs, the software now supports multiple lines of business, including Medicare Advantage, commercial large and small groups, dental and vision, and various other required submissions and supplemental filings.
While many people would stop to enjoy the success, Joe is already hard at work leading the continued expansion of ClearFile to become a customizable, comprehensive and indispensable tool for the compliance departments of health insurers.
The fact that Joe is so passionate about helping more people with this solution is proof of what we all know here at Penstock: for Joe, business success is secondary to his impact on the healthcare industry. Joe remains fully dedicated to removing roadblocks for insurers to increase their investment in the QHP market and provide more affordable healthcare to the people who need it most.
