His expertise spans ACA and QHP filings, Medicare Advantage, RxDC, commercial and supplemental products, PBM & TPA licensure, and competitive intelligence—supporting organizations across both healthcare and insurance sectors.
Before joining Penstock, Joe led ACA product management at BMC HealthNet / Well Sense Health Plan, overseeing QHP submissions and state relationships. He also spent several years at Aetna, managing marketplace compliance across 20+ exchange markets.
